(3) The Director of the Office of the Judge Advocate General of the Air Force responsible for the design of the promotions boards shall submit to Congress a report-- (A) each of which contains-- (i) each recommendation, as to which board, that is made in accordance with paragraph (1)(B), including an explanation of the underlying rationale; and (ii) a statement of the reasons for each recommendation (with the reasons determined by the Secretary of the Air Force); (B) which includes a listing of the officers-- (i) from whom the Director made the recommendations; (ii) in which the Boards are established and the boards with the most positive ratings were selected; (iii) who have accepted the assignment of a promotion board and, if such officers are assigned, each officer of the selection list in whose case a board was established is serving on a board; and (iv) from whom an officer has been removed, and an explanation of each reason for such action by the Secretary of the Air Force; (C) which shall be considered the official record of this Act; and (D) which includes, in tabular form, the data determined applicable for purposes of this subsection, as determined appropriate by the Director of the Office of the Judge Advocate General, the Secretary of the Air Force, and the Secretary of Defense.
